In Russia, a published proclamation or imperial order,
having the force of law. -
[Ukase] -- pronounced You-KAYS. From the Russian term, ukas, of similar pronunciation, meaning a decree by the czar that had the force of law. In English, it means decree, or [edict]. Recently used by United States Supreme Court Justice [Antonin Scalia] in an anterview with New York Magazine.
