A British greeting originated in the southernmost parts of the United Kingdom, most commonly associated with Cockney speakers. It may be interpreted as a lowbrow way of saying Good day to you. or simply Hello, sir/miss. and it is thus often used by non-British speakers of English to create a comical effect of sorts, or just to make fun of that specific dialect.
