It can mean People Of Color but as to why they are not making decisions, it might have something to do with the hard work of leadership. I like People of Concience a lot better. People need to follow what thier concience says and stand up for what is right. BUT I fear the politically correct will want people of color because the want to label such as not being able to achieve. Such elietist thinking is STUPID.
