12 is a slang term for police. Its a nice coded way of saying Fuck Tha Police.
Migos, a rap group from Atlanta started the slang from what I've heard( or popularized it). Unit 12 is supposedly the narcotics task force call signs or something for Atalanta PD.

Fuck 12 means fuck the police (12 narcotics officers) the saying Fuck 12 is mostly used in Atlanta Georgia and Oakland Ca.
