They feel like they know better than others but their actions suggest otherwise. You may call somebody a plebian when they are irritating because of their self-entitled nature. They have a big head and think they are smarter than others even though their actions demonstrate they have no good reason to think this. In general, and perhaps more traditionally, a plebian is a commoner or peasant.
