Snelly

A peculiar olive colored frog like creature which walks with a [gangly] [stride] and subsists on food that it finds in the garbage. They are extremely rare because many think them to be extremely ugly and in 1993 [United States President] Bill Clinton passed the Snelly Extermination act in which gun license laws were lifted for a 6th month period in an effort to rid the country of the creature.
