Carrier rework

Originally a meme/incident happened to [World of Warships] . These are changes to kill the RTS Gameplay for [Aircraft Carriers] into a smoother, faster, and action-phased combat. each planes will become special planes that can strike ships into combat, Turning Aircraft Carriers into Playable DPS Damage [Dotter]. Many of EU/NA Region became angry and was too reliant on RTS Gameplay, however, in RU and SEA Regions they approved it without any warnings/reasons.
