Racial term referring to a person with arabic/middle eastern background who is educated (mainly indians). Being that: all indians are becoming engineers [theses] days.
In the United States, the government is paying to have all these indian engineers come and work in their country since because they lack college graduates in that field - so they must [import] all these [engines], thus saying/assuming that if they are indian and educated, they are probably engineers
