Dog whistle is a type of strategy of communication that sends a message that the general population will take a certain meaning from, but a certain group that is in the know will take away the secret, intended message. Often involves code words.

In simpler happier days the term Dog Whistle had only one definition.
It is /was a device that produced a sound in the very high frequency range that only dogs can hear but not humans. It was called the silent whistle and people used them to train their dogs. This type of whistle could be heard by a dog up to a mile away.
Things are far more complicated now because our country is so very divided politically.
Some people claim that certain common ordinary words used by newscasters can be considered Dog Whistles because they make their listeners react in a certain way..
A dog whistle can also be words that may cause minorities to be insulted even though they sound normal to many people. Words like Chicago, golfing, vacation, and lazy are now considered Dog Whistles.
The term dog whistle is just another form of political correctness.
