              A passport granted, on honor, to a foe, enabling him to pass where it would otherwise be impossible for him to go with impunity. Safe-conducts are granted in war for the purposes of conference, etc.; and to violate the provisions of such a pass has always been esteemed a disgraceful breach of the laws of honor.
