Basically Ratchet is a term for someone who is such a ghetto/slutty/ugly/trashy hot mess that you have to use a word that doesnt even technically apply because what you are seeing is such a mess that it goes beyond any normal description.

The term Ratchet is now used in excess by dumb, middle-class, white girls in an attempt to escape their mundane lives by pretending to be in touch with the Hood. Little do they know, the term Ratched is merely the latest example of a high school drop out using a mixture of phonetics and ebonics to create cock-ups of legitimate English words.
